The Regional Municipality of Wood Buffalo (formerly know as The New Town of Fort McMurray) has been in agreement with the Canadian Union of Public Employees since November 23, 1972.
The first agreement issued by the Alberta Board of Industrial Relations reads:

WHEREAS under date of the 23 day of November, 1972, the Board of Industrial Relations by Certificate No. 211-72 certified the Canadian Union of Public Employees, Local No. 1505, Edmonton, Alberta as the bargaining agent for a unit of Employees of The New Town of Fort McMurray, Alberta, comprising, “All employees of the New Town of Fort McMurray engaged in the maintenance, repair and construction of roads, streets, sidewalks, curbs, boulevards, storms and sanitary sewers, parks and recreational facilities, garbage and refuse collection including those employed to maintain and repair equipment, office staff, recreational and parks employees, but excluding guards, Library Employees, the Secretary to the Town Manager, the Secretary to the Secretary-Treasurer, those employees engaged in preventative social services, supervisors exercising managerial functions and those above the rank of such supervisors.
And WHEREAS under date of January 14, 1975, the Board of Industrial Relations varied Certificate No. 211-72 by substituting the unit of Employees thereon to read: “All employees of The New Town of Fort McMurray, Fort McMurray, Alberta, except Guards, Library Employees, Secretary to the Town Manager, Secretary to the Secretary-Treasurer, those employees engaged in preventative social services, supervisors exercising managerial functions and those above the rank of supervisors.”
And WHEREAS, an application pursuant to the provisions of Section 51(1) of the Alberta Labour Act, 1973, as amended, has been received by the Board of Industrial Relations from the Canadian Union of Public Employees, Local No. 1505, Edmonton, Alberta to vary the above Certificate.
And WHEREAS, following investigation, the Board is of the opinion that the certificate should be varied.
Now, THEREFORE, the Board of Industrial Relations does hereby vary Certificate No. 211-72 by substituting the following unit of employees: “All employees of the New Town of Fort McMurray except Library employees, those employees engaged in preventative social services, supervisors exercising management functions and those above the rank of such supervisors and those employees engaged in a confidential capacity in matters relating to labour relations.”

This agreement then was re-certified on May 24, 1995 by the Alberta Labour Relations Board reading:
Canadian Union of Public Employees, Local 1505 is certified as the bargaining agent for a unit of employees of The Municipality of Wood Buffalo described as all employees except library and preventative social services personnel.
