Good day,
We need to share disappoint news with you. As we had previously communicated that CUPE Local 1505 and the Regional Municipality of Wood Buffalo were scheduled for Collective Bargaining Mediation on the following dates:
March 12 and 13, 2026
April 13 and 14, 2026
June 22, 2026
On February 6, 2026 the RMWB informed CUPE Local 1505 that the RMWB needs to cancel the April 2026 dates due to an anticipated absence of a member of their committee.
While this was frustrating as there are limited dates available, the Union accepted and recognises that situations may occur that impact dates for Collective Bargaining.
On March 2, 2026, the RMWB informed CUPE Local 1505 that the RMWB has changed their Lead Negotiator to another External Counsel and therefor the RMWB will not be available for the March 2026 dates. While we were able to secure 1 additional date on June 23, 2026, there are no further dates scheduled at this time as their committee needs to “canvas” for further dates in August, September and October. This should have been completed prior to the RMWB unilaterally deciding to cancel the dates that have been scheduled since December 10, 2025.
It is extremely disappointing that the RMWB continues to find reasons to avoid sitting at the table and negotiating in good faith. If the RMWB had concerns with their Lead Negotiator, they had ample time to retain an alternate individual to perform this function following the last date of Collective Bargaining on November 25, 2026. It is noted that although the Unions Bargaining Team has remained consistent, The Employers appears to have undergone several changes since the notice to bargaining had been issued.
We have seen similar delays and lack of cooperation on several processes such as Grievance and Arbitration, Determinations, Accommodations etc. It is unclear if the Employers actions are the result of intentional delays, or the product of what we view as irresponsible and inadequate management practices.
We have inquired on the ability to file an Unfair Labour Practice regarding the Employers lack of cooperation and continued cancellations. Unfortionatly at this time, we are unable to take legal action as we still have dates scheduled for June 2026.
Should the actions of the RMWB continue, and if / when we have grounds to file legal action, please be assured that we will take this action at the earliest possible time.
It is important that members have a Collective Agreement and we will continue acting in good faith to bring this matter to resolution..
In Solidarity,
Craig Milley
President CUPE Local 1505
Nikki Peddle
Vice President CUPE Local 1505
